For the National Clean Air Mission also known as NCAP, the National Knowledge Network centered in Kanpur identify knowledge partners and guide institutions for the abatement of air pollution in over 100 non-attainment cities. These knowledge partner institutes are known as Institute of Repute (IOR) who primarily provide technical and scientific support for clean air project in these cities.
Roles and Responsibilities of IOR
- IoRs to get into MOUs with SPCBs/ULAs
- To extend all necessary knowledge based support to the SPCBs and ULAs, in agreement with the guidance provided in CPCB/NKN.
- May undertake Air quality monitoring work, data analysis, data utilization, compilation, adherence to interpretation protocols and report preparation.
- Calibration of CAAQMS, compliance verification work of emission norms as a third party (TPA) to provide independent input to SPCBs/and policy makers.
- Focus on the efficacy and efficiency of various measures including assessment of cost-benefit analysis. Example: Efficiency of Mechanized Road Sweeping Machines depends on different types of city roads.
- Research papers and findings shall be shared with NKN for review and information, and data utilization shall be governed within the provision of Non-disclosure agreement.
- The Institutes are expected to acknowledge the MoEFCC/CPCB/SPCB for availability of data.
- All academic correspondences, decisions, assignment etc between SPCB, ULBs and IoRs shall be marked to NKN as nodal agency.
Criteria for the Selection of IOR
The criteria for the selection of Institute of Repute under the National Knowledge Network (NKN) is minimum of two faculty/scientists are working on air pollution in the respective institute and the concurrence of the head of the Institute was also taken into consideration.
