  • Will NCAP (National Clean Air Program) provide funds to Institute of Reputes (IoRs) for capacity building ?

    Proposal from National Knowledge Network (NKN) on creating capacity building within IoRs is under consideration with NCAP. IoRs can also approach NKN (https://www.nkn.urbansciences.in/contact-us) if they have any specific proposal for capacity building which in turn can be sent to CPCB or MoEF&CC.

  • Is there any funding/grant available under NCAP to implement micro action plan in less than million population city ? If yes, then how much funds are available ?

    Proposal in broad areas of Air Quality Management is always encouraged. Those interested can directly contact MoEF&CC.

  • How IoRs can get in touch with other IoRs ?

    You can visit the NKN website (https://www.nkn.urbansciences.in/institute-of-repute) where the contact details of IoRs made available. A whatsapp group is being created where all IoR members can register.

  • Will IoRs be able to engage/recruit any technical staff for implementation of proposed/approved project ?

    Depending on the nature/scope of the project, IoRs can engage/recruit sanctioned technical/project staff within the existing guidelines of the funding agency.

  • Is the air quality management decision support system available for use by all or only authorized users will be permitted ?

    It is expected that air quality management decision support system will be made available soon to all the stakeholders of NKN, IoRs, CPCB and ULBs. For further details one can write to Mrs. Akshara Kaginalkar of CDAC, Pune who leads the team which has created decision support system (akshara@cdac.in).

  • For the functioning of IoRs how one can get funding or how one can apply for the proposal for funding to develop the infrastructure ?

    IoRs, those who have signed MoUs, can reach out to ULBs/SPCB.

  • What is the basis of selection of cities under NCAP ?

  • There is a lot of research and development work that needs to be done for a city to achieve NCAP goals. Who will do it ? Will it be IoRs, SPCBs or ULBs ? If IoRs has to do the R&D work for a city, then who will fund and what will be the mechanism of getting funding ?

    IoRs can contribute significantly to R&D work related to NCAP. In case IoR is engaged in research which can entail interest from the city then they can contact respective SPCB/ULBs for funds requirement. IoRs can propose R&D work to SPCB/ULBs to acquire funds specific to NCAP goals.

  • What is the scientific basis of the decision support system ? Has the decision support system been or will be tested (eg. for Delhi /Pune) before making it available for all ?

    Mrs. Akshara Kaginalkar of CDAC, Pune who lead the team which has created decision support system (akshara@cdac.in) should be contacted for further details on validation and availability of decision support system.

  • When will this project be rolled out to reach each non-attainment city and when one can see the actions of CPCB/ SPCB on this ?

    NCAP started in 2019 and CPCB and SPCB are already working in this direction.

  • Can IoRs submit any research proposal directly to SPCB for one or more non-attainment cities for the respective city which would not duplicate the ongoing activities, but complement ?

    Yes. IoRs can submit research proposal directly to SPCB for one or more non-attainment cities complimenting the ongoing research.

  • How can we get to know more about standard operation procedure (SOP) to work with SPCB and Local Urban Bodies (as an IoR) ?

  • Can ULBs engage a few technical experts on contract for the project years to provide localised support in implementation of the NCAP Action Plans ?

    ULBs are expected to work with IoRs with whom they have existing MoU. For specific need they can engage technical experts as and when need arises.

  • Will the access to CDAC tool be provided to IoRs ?

    CDAC is expected to provide access to decision support system. For more details please contact Mrs. Akshara Kaginalkar of CDAC, Pune (akshara@cdac.in).

  • How to get contact details of the personnel from IoRs, CPCB, SPCB and ULB assigned to each target cities ?

    Please visit NKN website for contact details of representatives of IoRs, CPCB, SPCB, and ULB (https://www.nkn.urbansciences.in/). A whatsapp group of all IoR members is also being created which IoR representatives are encouraged to join.

  • Please share the action plan in sequence for how to proceed and also the checklist.

  • The online Library shall be made available to all IoRs wherein the authentic guidelines for sampling and analysis of Ambient Air Quality, Specifications of Equipments to be used for monitoring, etc. shall be given. There shall be uniformity at all over IoRs for ambient air monitoring.

    NKN is working on creating a repository of guidelines for sampling and analysis of Ambient Air Quality, Specifications of Equipments to be used for monitoring etc. Once that repository is created the link will be shared. Please keep visiting NKN website (https://www.nkn.urbansciences.in/).

  • Can we have a formal guideline to have meetings among CPCB, SPCB, ULB and frequency?

    There is no such guideline. Meetings among CPCB, SPCB, ULB and IoRs can be arranged as the need arises.
